About
The Canada Fund for Local Initiatives (CFLI) helps small, important projects in developing countries. These projects match Canada’s main goals for helping others. Local partners mostly create and plan these projects. The Canadian embassy or high commission in the area chooses which projects to support.
The CFLI helps build good relationships between Canada and other countries by supporting local efforts.
Each project usually gets between 15,000 and 60,000 Canadian dollars (up to 100,000 Canadian dollars). You can use a currency converter to find out how much that is in local money. All payments are made in Canadian dollars first and then changed to local money.
Eligible groups
Eligible groups for the CFLI include:
- Local non-profit groups and community organizations
- Local schools and universities working on local projects
- International non-profit groups working on local development
- Groups and agencies from different governments or regions working on local development
- Local government offices in the recipient country working on local projects
- Canadian non-profit groups working on local development
Most of the CFLI money goes to local groups and organizations. International and regional groups can also get money if they work with local partners. Local government offices can get money too if their projects are local. The CFLI looks for creative projects that show clear results.
Themes of Focus
All projects must match at least one of these CFLI focus areas:
- Inclusive governance, which includes diversity, 2SLGBTQI+ rights, democracy, human rights, and the rule of law.
- Peace and security, especially preventing conflict and building peace.
- Gender equality and empowering women and girls.
Gender-Based Analysis
In 2017, Canada created the Feminist International Assistance Policy to promote gender equality and empower women and girls. This is seen as the best way to reduce poverty and create a more inclusive, peaceful, and prosperous world. To support this, the CFLI application process now needs a gender-based analysis (GBA) to improve gender equality results.
For a GBA, applicants must:
- Think about how women, girls, men, and boys are affected differently by the problem their project addresses and ensure the project does not cause harm.
- Talk to women and/or girls when developing their project proposal.
- Make sure the opinions of these women and/or girls help shape the project’s design.
Consultations can include talking to local women and girls, women from local civil society organizations, and female and male leaders who know the community.
If the GBA is not done well, it may hurt your proposal’s chances of being accepted.
Eligible Costs
CFLI funding can be used for the following project costs:
- Accounting costs
- Administrative and overhead costs related to the project (overhead should not exceed 15% of the total CFLI contribution)
- Advocacy and lobbying costs
- Costs related to leasing, purchasing, or building infrastructure
- Civic education costs
- Conference and event costs
- Costs for services received by recipients
- Domestic travel expenses (using the lowest fares possible, but not exceeding full fare economy class)
- Environmental assessment costs
- Facility charges
- Equipment rental or purchase (only if needed for project objectives, represents good value, and has a maintenance plan)
- Hospitality costs (excluding alcoholic beverages)
- Installation, maintenance, shipping, and transportation costs, including fuel
- Computers and communication devices
- Lease or rental of vehicles
- Legal costs
- Medical costs
- Miscellaneous expenses essential to the project
- Outreach, communication, and information dissemination costs
- Publishing costs
- Radio and television broadcast fees
- Research-related costs
- Salary costs, including stipends, related to the project
- Security costs
- Training and capacity building expenses
- Translation and interpretation fees
- Vehicle and equipment operation, installation, and maintenance
- Website development and related costs
Ineligible Costs
CFLI funding cannot be used for the following:
- Nuclear technologies and facilities
- Assistance to military or paramilitary organizations
- Gifts
- Luxury goods
- Direct financial support to a government
- Seed funding or microfinance
- Core funding or ongoing costs of an organization
- Expenses incurred before the contribution agreement is signed or after it expires
How to Apply
Project Timeline: Projects must be completed between the date the Contribution Agreement is signed and February 28, 2025.
Submission Deadline: Applications must be submitted by July 24, 2024, at 23:59 Sarajevo time. Late submissions will not be considered.

Application Requirements: Use the designated application form. Include the required budget document. Only applications meeting these requirements will be considered.

Language: Proposals must be completed in English or French.
Application Details: Answer all questions in the CFLI project application form, including the required gender-based analysis. The project budget should summarize proposed activities and associated costs.
Selection Process: Applications will be evaluated by a selection committee based on their merits. Only successful candidates will be contacted due to the large number of applicants.
